Carrying out a huge leadership transformation in the organization is no longer the HR key job. The HR fleet in most organizations are service administrators not transformers. I know many HR and OD people who have a strong desire to change, but they are stuck between senior management old mentality and their relentless desire to change. Their mandate is very constrained. They are processers not transformers.
